Yates Pistol Permit Movers Can Use Prior-County References

A person moving from another New York county can apply for a Yates pistol permit right away, and the four references may include people from Yates County and the prior county. A person moving from another state can also apply right away, with references from any state or county.

The first office depends on the new address. A Penn Yan village resident starts with the Penn Yan Police Department. A resident elsewhere in Yates County starts with the Sheriff’s Office. Yates lists a $99 application fee, $10 when the license is issued, four photos, IdentoGO fingerprinting, references who have known the applicant for at least one year, and a process that can take three to six months.

For an address change, Penal Law Section 400.00 requires written notice within 10 days. Outside New York City, Nassau County, and Suffolk County, that notice goes to the New York State Police in Albany, and the license holder records the new residence on the back of the license. The Yates County page currently says 30 days. Follow the shorter 10-day state rule and ask the County Clerk about any separate local amendment or transfer step.

Keep a copy of the written state notice, proof of when it was sent, the updated license record, new address proof, reference forms, photos, fingerprinting record, fees, and County Clerk messages.
