Villages sit inside towns and can add their own clerk, permits, taxes, roads, or services. The finder gives direct buttons only when every relevant municipal layer in its route set has been reviewed.
Census places and hamlet names are community geography, not separate governments. Match the street address to the serving city or town before relying on a form, fee, or deadline.
