NYC Buildings says many buildings over 25,000 square feet must meet greenhouse-gas emissions limits, with stricter limits in 2030. DOB says coverage can also apply when two or more buildings on the same tax lot, or condo buildings under the same board, pass a 50,000-square-foot threshold.
